DSC PC3000 - Not charging the battery

I have a DSC PC3000 and the battery trouble light is on and the battery is not getting charged. I check the voltage to the battery and it is low. I bought a new battery and same thing. System works fine as long as I have have power, but still does not charge the battery.

Is this repairable?
