Bell output on PC5020 doesn't switch off. Why?

Attempting to install a siren on a PC5020. Temporarily using a piezo for experimentation, though the use of a siren doesn't change the inability to switch off the driving power. No success with arming or disarming the PC5020 upon entering the Master code. Anyone know why the Bell output cannot be controlled?
