Actually there is a difference between using a Piezo on the Bell output. The Bell output always has a slight voltage on the line to supervise the bell - technically, it's not for sirens or piezos. But, with the right equipment (namely a 1k resistor in parallel) you can use it.
It's not programmable because it's a Bell output - not a programmable output.
