have you addressed the 4204 module as the first 4204 in the system? ie, 12 = 4204 number 1, N/C (normaly closed) means that the relay is linked to the C (common) terminal or de-energised state, N/O (normaly open) means there is no link to the common terminal, so the wire from the strobes either pos or neg should be wired into the N/O terminal so when the relay activates it will switch what ever voltage is at the C terminal to the N/O terminal, the wire going to the common terminal should be feeding from the Power supply, and the other wire for the strobes should also be powered from the power supply, all the relay is doing is interupting that cct, sounds like you've got it, just need to address the 4204?
