Yep, you need the handheld programmer (ArrowHead) to do any installer level programming on a Brinks system.
On a side note: you'd be much better off getting a Concord Express kit (about $150) and replace the Brinks system. Most of the time, only Brinks can monitor a Brinks system - which means you'll have to have them come out and program it for you, etc. Which is, of course, expensive - plus you have to sign a new contract with them, for $30+/month.
If you get lucky, you could find a company that has a programmer and just hook it up for you. If you happen to be in that Atlanta, GA area, let me know :)
Other than that, you're out of luck.
