sounds like it could be either trying to auto arm but not being able too which would give you the rejection tone (diable auto arming with master user code *6 menu) or 24hr test signal not going through to monitoring, but you would get a trouble led and have this problem for other signals aswell, I would guess its the autoarming feature been enabled.
